Bylaws

Proposed Bylaws Changes-April 2005

Please take a few minutes and review our Bylaws (click on link below). Some months ago, we recognized that some modifications of these bylaws would be necessary. The matter was tabled for a time. However, now is a good time to pcik this back up and move ahead. We are reviewing our past minutes and meeting notes to pinpoint the precise issues raised in the past. In the next few days, these will be posted on this page, along with some proposed language to make changes or amendments which will be placed on an upcoming ballot for full membership vote. Proposed changes/amendments:

1. Professional Advisory Board

Whereas FOAS is increasingly approached with requests to conduct archaeological investigations, the Officers shall appoint a Professional Advisory Board to provide advice and assist in the evaluation of said requests. The Professional Advisory Board shall be composed of three individuals. These individuals shall be professional archaeologists who qualify in Kentucky and/or Indiana as "Principal Investigators". Prior to the initiation of a field project, at least two members of the Professional Advisory Board will concur that the proposed project 1) is of a scope and level of complexity that is appropriate for FOAS involvement; 2) will not create an unmanageable work backlog or undue financial hardship that will preclude its satisfactory completion; 3) will be conducted in compliance with all legal and ethical requirements for the conduct of professional archaeology; and 4) reflects a compelling need (i.e. emergency data recovery for a threatened resource) or is driven by a well thought-out research design that will contribute in a meaningful way to an understanding of the past in the area. No specific term will be applied to membership of the Advisory Board. Upon the resignation of a Board Member, the Officers of FOAS may appoint another without taking the appointment to full membership vote.
